Watch out for

Canadians with a residence permit issued by one of the GCC states may obtain a 30-day tourist visa on arrival in Azerbaijan. They must present their valid visa or residence permit along with their passport.
Giving wrong information about yourself or your purpose of visit, or breaching the declared purpose of visit, can bar you from Azerbaijan for 5 years. [4]
Failing to register your stay once you pass 15 days puts you in breach of the stay rules. [6]
An unpaid administrative fine for violating stay rules is itself a ground for refusing entry. [4]
